The Tax Authority Uniform-Format File (BKMVDATA): How to Produce It

How to produce a uniform-format file (INI.TXT and BKMVDATA.TXT) from Tipulim, what it contains, what the software registration means and what to know first.

What is a uniform-format file?

The "uniform format" (Open Format) is a file format that the Israeli Tax Authority set for data produced by computerised bookkeeping systems, and it uses it for computerised audits. Tipulim produces these files from the payment and receipt data recorded in it. Not sure whether and when your business needs such a file? It is worth asking your accountant.

What it produces

The system creates two files. INI.TXT is the summary file, with the details of the business and the period and how many records there are of each type. BKMVDATA.TXT is the data file itself. Both are in the standard Hebrew encoding, per the Tax Authority uniform format version 1.31. The file contains documents that were actually issued, with line details and payment details. Every document is classified as a tax invoice receipt, a credit card payment is reported as a credit card payment, and a payment that was refunded is marked as a cancelled document.

Registration of the software with the Tax Authority

Edition 1.0 of the software is registered with the computerised-audit department of the Tax Authority as software for keeping a computerised bookkeeping system. The certificate number is 269201, issued on 26.7.2026 and valid through 30.6.2028. The registration is of the software only, and it is not an approval by the Tax Authority that the software is correct or that the information entered into it is accurate. The registration number is included in the file that is produced.

How to produce it

  1. Go to Export Reports in the menu, to the uniform file export screen.
  2. Choose a start date and an end date. The end date cannot be in the future, because the Tax Authority rejects such a file.
  3. Press "View Summary" to see how many records the file will contain.
  4. Download BKMVDATA.TXT and INI.TXT.

To produce a file you need to have your business ID number set in account settings. The file is downloaded to your computer. The system does not send it to the Tax Authority, and you hand it over when it is required.

Good to know

  • The file includes documents that were actually issued, that is payments with a real invoice or receipt and receipts entered manually with a receipt number. An appointment with no payment, for 0 ₪, is not included.
  • If your income is issued through an external invoicing provider, for example Sumit, and the payments in the system are recorded as zero, the download is blocked. That way a file that declares less income than your records show is never produced. In that case you produce the file from your invoicing provider. The summary screen shows the gap before you download.
  • An exempt or small-business dealer reports without VAT, and everyone else at the VAT rate set in the system.

Frequently asked questions

Who can produce the file? Only the clinic owner. A front-desk coordinator cannot.

Can I produce a file for an earlier period? Yes. You choose any date range up to today.

What if the business ID number is missing? The system tells you it is missing, and you can add it in account settings and produce the file again.
